It's still just two modifications though. Not special enough to be rare. Please change this and your other other book item to uncommon and we'll reapprove.
Strength is irrelevant, as that gets reflected in the item's level already.

There are plenty of two mod rares though. Some single mod rares too.

Yeah, they probs don't deserve those positions either.
This model is a good rule of thumb:

Common
One or two modifications (generally positive)

Uncommon
Three or more modifications, or at least one negative modification (might require some microing and thought to use)
MAYBE a very simple ability

Rare
Some sort of ability, like a basic modification aura, or some onAttack/onKill/onDamage/periodic/etc event or a buff cast.

Unique
Very special and unusual ability, like a fancy aura or fancy buff cast, cumulative stat gain or something like that.

The only exception to this that I think is justified is "Strange Item", which has a unique-tier abilty, but has been designed about being combinable, and so needs to be common.

What do you think about adding a small buff duration bonus instead of changing item rarity to uncommon?

Edit: Nevermind considering the "Rare

I would love a rare or even uncommon 'strange item'. Imagine if we can have unique strange items!!!

Useless as rare mid and late game item. Should be sth like Sea Turtle.
